We started Harbor Tax because small business owners deserved better than a chain tax prep franchise or a big firm that treats them like a rounding error.
Our Story
Why Harbor Tax exists.
Rachel Harbor spent a decade at a regional CPA firm where the billing model rewarded volume, not depth. She watched small business clients get shuffled between junior staff every tax season — clients who needed continuity, strategy, and someone who knew their industry.
In 2017, she opened Harbor Tax & Advisory in Tampa to do things differently. Every client is assigned a named CPA or Enrolled Agent who handles their work from the first call to the filed return — year after year.
Today the firm serves more than 200 individual and business clients across the Tampa Bay area. We haven’t advertised in three years — every new client comes from a referral.

James Mitchell holds an IRS-issued EA credential, authorizing him to represent taxpayers before the IRS in all matters including audits, appeals, and collections.

Rachel Harbor is an active member of the American Institute of CPAs and adheres to its Code of Professional Conduct.
FICPA Member
Florida Institute of CPAs — active member. Annual CPE requirements exceeded every calendar year.

Rachel founded Harbor Tax after 10 years at a regional firm in Tampa. She specializes in small business taxation and helps S-Corp owners align compensation strategy with tax efficiency.
James Mitchell, EA
Enrolled Agent · IRS Representation
James is a federally licensed Enrolled Agent with deep experience handling IRS audits, appeals, and collection issues. If you have an IRS notice, James is your first call.
Sofia Torres, CPA
Senior Accountant · Bookkeeping
Sofia manages client bookkeeping and individual tax returns. She came to Harbor Tax from a Florida hospitality group where she oversaw GL for six locations.
